App34a – Our recommendation
Important information from the employee’s perspective
The duration of training in the security industry pursuant to Section 34a of the German Trade Regulation Act (GewO) is usually 40 teaching units of 45 minutes each. This training usually takes place within one week. The costs for the training can vary, depending on the responsible Chamber of Industry and Commerce (IHK) and the training provider. On average, the cost of the training is between €100 and €300.
The proficiency test in accordance with §34a GewO itself takes about 2 to 3 hours. It consists of a written part and, in some cases, an oral part if the written part cannot be clearly assessed or was passed by a very narrow margin. The costs for the proficiency test vary depending on the Chamber of Industry and Commerce (IHK), but are usually between €150 and €250. However, this fee only covers the examination itself. A preparatory course is not mandatory, but highly recommended. It helps you prepare for the often difficult exam, which includes questions about laws, dealing with people, and dangerous situations.
Important information from the employer’s perspective
Companies that are permitted to carry out activities in accordance with §34a GewO (German Trade Regulation Act) may only employ staff in active security services who have been trained in accordance with §34a GewO (2) No. 1 or who have passed a proficiency test in accordance with §34a GewO (2) No. 2. Employees who have undergone training may be deployed in private and/or privately operated properties. In order to be deployed in public spaces, for example as city patrols or door staff, a certificate of competence is mandatory. Security companies are obliged to provide training and issue certificates of competence to their employees. In order to be deployed in public spaces, for example as city patrols or bouncers, proof of expertise is mandatory. Security companies are obliged to keep written records of their employees’ training and proof of expertise and to check these when hiring them. If an employee does not yet have the qualification required under Section 34a GewO when they are hired, the employer must register the employee with the relevant Chamber of Industry and Commerce (IHK) for training or a proficiency test. The relevant Chambers of Industry and Commerce and a registration form can be found in the list below.
Persons with relevant professional qualifications, such as security and safety specialists, plant security specialists, or master security and safety specialists (plant security masters), are exempt from the proficiency test. The exemption also applies to persons who have successfully completed a career examination, such as the middle police or prison service or the military police of the German Armed Forces.
